The Knox Community Health Center (KCHC) is overseen by the Governance Board, which is comprised of area volunteers, medical professionals, and patients. KCHC receives funding under Section 330 of the Public Health Service Act by the Health Resources and Services Administration (HRSA), a division of the United States Department of Health and Human Services (DHHS). This health center receives HHS funding and has Federal Public Health Services (PHS) deemed status with respect to certain health or health-related claims, including medical malpractice claims, for itself and its covered individuals. 

The KCHC is a Health Center Program grantee under 42 U.S.C 254b, and a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n). Grant-supported Federally Qualified Health Centers are public and private non-profit health care organizations that meet certain criteria under the Medicare and Medicaid Programs. 

Health Center Program Fundamentals
  • Located in and serves a high-need community; Knox County Illinois is designated as a Healthcare Provider Shortage Area (HPSA) for Primary Care, Dental, and Mental Health. A HPSA is a geographic area, population, or facility with a shortage of primary care, dental, or mental health providers and services.
  • Governed by a community board composed of a majority (51% or more) of health center patients who represent the population served. 
  • Provides comprehensive health care services as well as supportive services (education, translation, and transportation) that promote access to health care. 
  • Meets other performance and accountability requirements regarding administrative, clinical, and financial operations.
